雙邊高等教育論壇 -Bilateral Higher Education Forum and Agreement
持續辦理雙邊教育論壇,落實雙邊教育交流
  教育部於每1至2年間不等,與新興市場國家及已開發國家舉行高等教育雙邊論壇,目前合作對象包含日本、印尼、泰國、馬來西亞、越南、菲律賓、印度、美國、紐西蘭、匈牙利、德國、法國及比利時等國。藉由建立(半)官方交流平臺,對學用落差、產學合作、學用合一、學生跨境移動及共同執行研究計畫等議題交換意見,具體促進雙方高等教育機構國際合作交流。

雙邊教育論壇辦理情形

一、亞洲地區

(一)越南
  自99年起,雙方輪流每2年舉辦「臺越南教育論壇」,106年由國立暨南大學於臺北主辦第5屆論壇,主題為華語及越語師資培訓與交流合作、技職人才培育及學生海外實習;並促成9件校際合作備忘錄之簽署。

(二)日本
  自100年起,雙方輪流每2年舉辦「臺北大阪高等教育論壇」,106年於實踐大學臺北校區舉行第4屆論壇,主題為加速教育創新及重思大學排名的意義。另為開創臺日學術教育更多合作契機,「臺日大學校長論壇」自105年起,每2年輪流舉辦;107年第2屆論壇於日本廣島大學舉行,主題為增進教育及研究合作以因應社會全球化。

(三)印尼
  自101年起,雙方輪流舉辦「臺印尼高等教育論壇」,107年第4屆論壇於我國臺北舉辦,議題包含我國新南向政策與臺印尼雙方合作現況介紹、高等教育創新與創業、強化兩國教育及研究合作的對策、技職教育合作等,為臺灣與印尼雙方高等教育合作開啟新頁。

(四)泰國
  自100年起,臺泰雙方輪流舉辦「臺泰高等教育論壇」,106年第6屆論壇於高雄舉行,以臺泰合作提升國際移動力、領導革新與產業鏈結為目標,宣傳培英專案(Elite Scholarship Program),補助泰方學生來臺修讀碩士及博士學位,以促泰籍學生赴臺就讀學位意願。

(五)馬來西亞
  自103年起,雙方每2年輪流舉辦「臺馬高等教育論壇」。105年第2屆論壇於馬來西亞金寶舉辦,以「人力資本發展之國際合作」為論壇主題交換意見,並簽署9件大學校際合作備忘錄。「2018年臺馬大學校長論壇」107年7月26日在馬來西亞國立大學(Universiti Kebangsaan Malaysia, UKM)首次辦理。此次論壇計邀集臺灣37所及馬國26所大學校院校長或主管共同與會。討論產學連結、臺馬區域人才交流等議題,未來教育部將致力推動臺馬大學校際研究合作。

(六)菲律賓
  首屆「臺菲大學校長論壇」於107年8月23日假菲律賓首都馬尼拉近郊曼達盧永市(Mandaluyong City)舉行,教育部、我國19所大學25名校長及副校長共同組團與會。臺菲雙方就如何共享教育資源、實現共榮及共創教育新格局進行深入討論。

(七)紐西蘭
  「臺灣紐西蘭大學校長論壇」自101年首次舉辦,106年第4屆論壇於紐西蘭威靈頓舉行,討論議題為「原住民族研究、農業、地震領域」、「技職教育」、「增進學生移動力」,也促成國立臺灣大學與坎特伯雷大學簽訂學術交流協議。

(八)印度
  首次「2018臺灣印度大學校長論壇」(Taiwan-India Presidents Forum 2018)於107年6月21日假國立清華大學舉辦。雙方代表就論壇「跨學科、跨學院和多民族,轉型高等教育環境的趨勢和前景」進行討論,以期全面拓展臺印度高等教育交流。

二、歐洲地區
(一) 匈牙利
  「臺灣匈牙利圓桌會議」首屆於104年舉辦,迄今共舉辦2屆,105年於匈牙利布達佩斯舉辦會議,討論招收臺匈學生策略、臺匈共同研究與雙聯學位計畫等2項議題,並於會中簽署5件大學校院合作備忘錄。

(二)德國
  「臺德高等教育論壇」於105年在德國柏林辦理首屆論壇,論壇主題包含:雙聯學士/碩士學位之優秀實例及挑戰、雙聯博士學位之優秀實例及挑戰、高等教育政策討論、共同研究之優秀實例與未來挑戰,臺德雙方並就雙聯學位之策略性合作達成共識。

(三)法國
  「臺法高等教育論壇」於106年首次於高雄辦理,107年則於法國 漢斯舉辦,論壇討論重點包含臺法高等教育趨勢、高等教育創新及加強夥伴關係與國際合作策略,並簽署3份學術交流協議。

(四)比利時
  第1屆「臺-比圓桌會議」於107在比利時布魯塞爾舉辦,本次圓桌會議討論的重點包含高等教育國際化之挑戰與機會、臺比高等教育與研究之優勢及機會、雙方高等教育合作實例,並由團員進行分組座談,主題由雙方代表進行策略與經驗分享及深度對談。

三、美洲地區
(一)佛羅里達
  「臺灣佛羅里達高等教育論壇」於98年首次舉辦,逐步推動交換學生及交流平臺,迄今已辦理4屆,101年於臺中舉辦「2012年臺灣佛羅里達高等教育論壇」,主題為「新時代的全人教育(Holistic Education in a New Era)」,並簽署2件大學校際合作備忘錄。

(二)馬里蘭
  「臺灣馬里蘭高等教育論壇」首屆於102年舉辦,迄今共舉辦2屆,103年於高雄舉辦,以「開啟全球及文化經驗交流管道」為論壇主題,會中促成雙邊大學簽署1件合作交流備忘錄。

簽訂雙邊教育協定辦理情形

一、東南亞地區

(一)菲律賓
  駐菲律賓臺北經濟文化辦事處代表教育部與馬尼拉經濟文化辦事處於101年簽訂教育暨學習聯結合作瞭解備忘錄,據以推動教育交流及語言教學,雙方於106年以換函方式完成續約程序。

(二)馬來西亞
  財團法人高等教育評鑑中心基金會(HEEACT)與馬來西亞學術品質鑑定機構(MQA)於101年針對臺馬兩國大學評鑑水準簽署互信聲明,雙方於106年完成續約程序。

(三)印尼
  駐印尼臺北經濟貿易代表處與駐臺北印尼經濟貿易代表處於107年11月8簽署「技職教育與訓練合作瞭解備忘錄」,加強雙方在技職教育各領域的合作關係,包括開設學生及講師培訓課程、加強技職教育機構的實習交流,以及提供獎助金到對方國家研習或實習。

二、歐洲地區

(一)英國
  駐英國臺北代表處教育組與英國在臺協會英國文化協會於100年簽署教育合作備忘錄,106年雙方修訂原備忘錄內容並重新簽約,在英語與華語文學習、高等教育、學校教育、學校夥伴關係等層面,積極推動合作與交流。

(二)捷克
  駐捷克臺北經濟文化辦事處與駐臺北捷克經濟文化辦事處於105年簽署教育合作共同聲明,承諾將持續分享有關高等教育制度及各類課程之相關資訊。

(三)波蘭
  駐波蘭代表處與華沙貿易辦事處於107年簽署科學高等教育合作協定,以加強雙方科學及高等教育關係並透過合作實現共同利益。

(四)奧地利
  與奧地利聯邦科學研究經濟部於105年簽署高等教育合作瞭解備忘錄。另,97年9月與前奧地利聯邦教育藝術文化部簽署普通與技職教育合作瞭解備忘錄,並於105年與已更名之奧地利聯邦教育部完成續約程序。此外,105年與奧地利提洛邦教育廳簽署教育合作瞭解備忘錄,以加強提洛邦與臺灣間教育之連繫互動。

(五)比利時
  103年與荷語區教育及訓練部簽署教育合作備忘錄,107年完成續簽程序,以強化雙方教育關係。

(六)盧森堡
  105年與盧森堡教育部簽署教育合作備忘錄,於未來加強既有的教育領域之合作。

三、美國地區

(一)夏威夷州
  與美國夏威夷州教育廳於103年簽署教育合作備忘錄,為維持及加強雙邊教育合作事務努力,雙方於107年完成續約程序。

(二)緬因州
  與緬因州教育廳於87年簽署教育合作備忘錄,並於107年完成續約程序,維持並提昇雙方教育事務合作以實現共同利益。

(三)新墨西哥州
  首次與美國新墨西哥州教育廳於107年簽署教育合作備忘錄,推動雙邊學術交流及語言教育合作,並在教育機會及獎學金方面互相提供協助。

(四)密西根州
  與美國密西根州教育廳於84年簽署教育合作備忘錄,雙方於107年完成續約程序,持續推動並加強雙邊學術交流,於語言教育、教師進修提供機會,並助益於雙方語言課程之開設等。

(五)愛荷華州
  與美國愛荷華州教育廳於84年簽署教育合作備忘錄,雙方於107年完成續約程序,持續推展雙邊學術及語言教育交流,進而促進雙邊更多教育層面之合作機會。

The Continuous Implementation of the Bilateral Higher Education Forum, and the Fulfillment of Bilateral Education Exchanges
  The Ministry of Education holds the bilateral higher education forum in emerging market countries and developed countries every one or two years. Currently collaborating countries include: Japan, Indonesia, Thailand, Malaysia, Vietnam, Philippines, India, United States of America, New Zealand, Hungary, Germany, France, and Belgium. Through establishing official and semi-official exchange platforms, opinions regarding the following topics can be exchanged: the gap between learning and usage, cooperation between schools and industry, knowledge-action integration, students’ cross-border mobility, and jointly undertaken research projects. This forum is expected to advance international collaboration exchanges of bilateral higher education institutions.

The Implementation Condition of the Bilateral Higher Education Forum

I. Asian Region
(i.) Vietnam
  Since 2010, both parties involved in the Taiwan-Vietnam Education Forum have held biennial meetings in alternating countries. In 2017, the 5th Forum was held by National Chi Nan University, in which the themes were Mandarin and Vietnamese language teacher cultivation and collaboration exchanges, technical and vocational talented individual cultivation, and student overseas internships. This forum facilitated the signing of 9 cooperation memoranda of understanding between schools.

(ii.) Japan
  Since 2011, both parties involved in the Taipei-Osaka Higher Education Forum have held biennial meetings in alternating countries. In 2017, the 4th Forum was held by Shih Chien University, in which the themes were “Accelerating education innovation: Integrating technology in higher education” and “Rethinking: Are rankings telling us anything NEW?”. In addition, since 2016, in order to create more cooperation opportunities in Taiwan and Japan academic education, the Taiwan-Japan University Presidents’ Forum has been held every two years in turn. In 2018, the 2nd Forum was held in Hiroshima University, in which the theme was “Enhancement of educational and research collaboration corresponding to the globalization of society.”

(iii.) Indonesia
  Since 2012, both parties involved have held the Taiwan-Indonesia Higher Education Forum in turn. In 2018, the 4th Forum was held in Taipei. The themes included the New Southbound Policy of our nation, the bilateral cooperation condition between Taiwan and Indonesia, innovation and entrepreneurship of higher education, strengthening the strategies of education and research cooperation in the two countries, and cooperation on technical and vocational education. These meetings signified a new era of bilateral higher education cooperation between Taiwan and Indonesia.

(iv.) Thailand
  Since 2011, both parties involved have held the Taiwan-Thailand Higher Education Forum in turn. In 2017, the 6th Forum was held in Kaohsiung, and was aimed at enhancing international mobility, and leading innovation and industrial connections through cooperation between Taiwan and Thailand. The Elite Scholarship Program provided subsidies to Thailand students to come to Taiwan to study masters or doctoral degrees, in order to boost the willingness of Thailand students to study masters or doctoral degrees in Taiwan.

(v.) Malaysia
  Since 2014, both parties involved in the Malaysia-Taiwan Education Forum have held biennial meetings in alternating countries. In 2016, the 2nd Forum was held in Kampar, Malaysia. The theme of this forum was “International Collaboration for Human Capital Development”, related opinions were exchanged, and 9 cooperation memoranda of understanding between schools were signed. On July 26, 2018, the 2018 Malaysia-Taiwan University Presidents Forum was held in the University Kebangsaan Malaysia (UKM) for the first time. University presidents or directors from 37 Taiwanese universities and 26 Malaysian universities were invited to jointly participate in this forum. Topics such as connection between industry and schools, and talented individual exchanges between areas of Taiwan and Malaysia were discussed. The Ministry of Education will devote itself to promoting international research cooperation between Taiwanese and Malaysian universities in the future.

(vi.) Philippines
  On August 23, 2018, the first Taiwan-Philippines University Presidents’ Forum was held in Mandaluyong city, in the suburbs of Manila, capital of Philippines. The Ministry of Education, and presidents and vice presidents of 19 universities, formed a team to participate in this forum. Both parties of Taiwan and the Philippines had deep discussions regarding how to jointly share education resources, maintain a prosperous status, and break new ground in education.

(vii.) New Zealand
  In 2012, the Taiwan-New Zealand President Forum was held for the first time. In 2017, the 4th Forum was held in Wellington, New Zealand. The discussion topics included: research on indigenous people, the field of agriculture, the field of earthquake science, technical and vocational education, and the enhancement of students’ mobility. In the 4th Forum, an academic exchange agreement was signed between National Taiwan University and the University of Canterbury.

(viii.) India
  On June 21, 2018, the first Taiwan-India Presidents Forum 2018 was held in National Tsing Hua University. Representatives of both parties discussed topics regarding interdisciplinary, inter-college, and multiple peoples’ higher education, and trends and visions of higher education environment transformation, in order to comprehensively explore higher education exchanges between India and Taiwan.

II. European Region
(i.) Hungary
  In 2015, the first Hungary-Taiwan Roundtable was held. Until today, two roundtable meetings have been held. In 2016, the roundtable meeting was held in Budapest, Hungary. Two topics were discussed: strategies of Hungarian and Taiwanese student recruitment, and Taiwan-Hungary joint research and dual degree programs. In this meeting, 5 cooperation memoranda of understanding between universities were signed

(ii.) Germany
  In 2016, the first Taiwan-Germany Higher Education Forum was held in Berlin, Germany. Themes of the forum included: outstanding examples and challenges of dual bachelor degrees and dual masters degrees, outstanding examples and challenges of dual doctoral degrees, discussion on higher education policy, joint research on outstanding examples and future challenges. Both parties achieved consensus on strategic cooperation on dual degrees.

(iii.) France
  In 2017, the France-Taiwan Higher Education Forum was held in Kaohsiung for the first time. In 2018, the forum was held in Reims, France. The discussion points in this forum included the trends in Taiwanese and French higher education, higher education innovation, strengthening partnerships, and strategies of international cooperation; 3 academic exchange agreements were signed as well.

(iv.) Belgium
  In 2018, the first Belgium-Taiwan Roundtable was held in Brussels, Belgium. The discussion points of this roundtable meeting included the challenges and opportunities of higher education internationalization, the advantages and opportunities of Taiwan-Belgium higher education research, and the bilateral cooperation examples of higher education. Team members participated in talks in different groups. The representatives of both parties undertook the sharing of strategies and experiences, and had deep discussions regarding the aforementioned points.

III. The Americas
(i.) State of Florida
  In 2009, the Taiwan-Florida Higher Education Forum/Conference was held for the first time. Student exchanges and exchange platforms were gradually promoted. Until today, the forum has been held four times. In 2012, the 2012 Taiwan-Florida Higher Education Forum/Conference was held in Taichung, in which the theme was “Holistic Education in a New Era.” There were 2 cooperation memoranda of understanding between universities signed.

(ii.) State of Maryland
  The first Taiwan-Maryland Higher Education Forum/Conference was held in 2013. Until today, the forums have been held twice. In 2014, it was held in Kaohsiung, in which the theme was “Activate the global and cultural experience exchange paths”. In this forum, there was 1 cooperation memorandum of understanding between bilateral universities signed.

The Implementation Conditions of Signing Bilateral Higher Education Agreement

I. South East Asia Region
(i.) Philippines
  In 2012, the Taipei Economic and Cultural Office in the Philippines, which represented the Ministry of Education, signed the Joint Education and Learning Cooperation Memorandum of Understandings with the Manila Economic and Cultural Office, in order to promote educational exchanges and language teaching. In 2017, both parties completed the contract extension procedure by the exchange of letters.

(ii.) Malaysia
  In 2012, the Higher Education Evaluation and Accreditation Council of Taiwan (HEEACT) and the Malaysian Qualification Agency (MQA) signed a mutual trust statement regarding the university evaluation standards of the two nations (Taiwan and Malaysia). In 2017, both parties completed the contract extension procedure.

(iii.) Indonesia
  On November 8, 2018, the Taipei Economic and Trade Office, Jakarta, Indonesia, and the Indonesian Economic and Trade Office to Taipei signed a cooperation memorandum of understanding on technical and vocational education and training, in order to strengthen the bilateral cooperation relationship in the field of technical and vocational education. The strategies included: establishing a student and lecturer cultivation course, strengthening the internship exchanges of technical and vocational education institutions, and providing scholarships for going to the countries of both parties to participate in workshops or internships.

II. European Region
(i.) The United Kingdom
  In 2011, the Taipei Representative Office in the U.K. and the British Council signed an education cooperation memorandum of understanding. In 2017, both parties revised the contents of the original MoU and signed the revised contract. In aspects of English and Mandarin language learning, higher education, school education, and school partnerships, both parties have jointly and actively promoted cooperation and exchanges.

(ii.) Czech Republic
  In 2016, the Taipei Economic and Cultural Office, Prague, Czech Republic, and the Czech Economic and Cultural Office Taipei signed an education cooperation joint statement, and committed to continuously share information related to higher education systems and all types of courses.

(iii.) Poland
  In 2018, the Taipei Representative Office in Poland and the Polish Office in Taipei signed a higher education cooperation agreement, in order to strengthen bilateral science and higher education relationships, and to fulfill common interests via cooperation.

(iv.) Austria
  In 2016, the Ministry of Education and the Bundesministerium für Wissemschaft und Forschung, BMWF signed a higher education cooperation memorandum of understanding. In addition, in September 2008, the Ministry of Education and the Bundesministerium für Unterricht, Kunst und Kultur, BMUKK signed a regular and technical and vocational education cooperation memorandum of understanding. In 2016, the Ministry of Education and the Bundesministerium für Bildung completed the contract extension procedure. Furthermore, in 2016, the Ministry of Education and the Department of Education of Tirol, Austria signed an education cooperation memorandum of understanding, in order to strengthen the educational connection and interaction between Tirol and Taiwan.

(v.) Belgium
  In 2014, the Ministry of Education and the Departement Onderwijs en Vorming signed an education cooperation memorandum of understanding. In 2018, the contract extension procedure was completed so as to strengthen the bilateral education relationships.

(vi.) Luxembourg
  In 2016, the Ministry of Education and the Ministry of Education, Children and Youth of the Luxembourg Government signed an education cooperation memorandum of understanding. This cooperation in the education field will be strengthened in the future.

III. The United States of America

(i.) State of Hawaii
  In 2014, the Ministry of Education and the Hawaii Department of Education signed an education cooperation memorandum of understanding, in order to maintain and enhance cooperative affairs and efforts in bilateral education. In 2018, both parties completed the contract extension procedure.

(ii.) State of Maine
  In 1998, the Ministry of Education and the Maine Department of Education signed an education cooperation memorandum of understanding. In 2018, the contract extension procedure was completed, which maintains and strengthens bilateral education affairs cooperation so as to fulfill common interests.

(iii.) New Mexico
  In 2018, the Ministry of Education and the New Mexico Department of Education signed an education cooperation memorandum of understanding, which promoted bilateral academic exchanges and language education cooperation; as well as provided assistance to each other in educational opportunities and scholarships.

(iv.) State of Michigan
  In 1995, the Ministry of Education and the Michigan Department of Education signed an education cooperation memorandum of understanding. In 2018, both parties completed the contract extension procedure, which continuously promoted and strengthened bilateral academic exchanges, and provided opportunities in language education and teacher training. It was expected to facilitate the establishment of bilateral language courses.

(v.) State of Iowa
  In 1995, the Ministry of Education and the Iowa Department of Education signed an education cooperation memorandum of understanding. In 2018, both parties completed the contract extension procedure, and have continuously promoted and developed bilateral academic and language exchanges, in order to enhance cooperation opportunities in further bilateral educational aspects.
