科技教育 -Science & Technology Education
加強培育及延攬高級科技人才,促進國家科技發展
  71年時,我國研究發展總人力大約只有1萬人,平均每萬人中研究發展人力只有5人,國內人才不足,旅外人才不回,造成科技發展無法突破。72年由教育部擬定行政院頒布之〈加強培育及延攬高級科技人才方案〉,由教育部、國科會、青輔會全力推動,方案特點以培育國內人才為主,延攬海外人才為輔,重視提升人才之質與量,並結合各方面資源作彈性運用,先以與國防科技及策略性工業有關之重點研究所作先導性試驗,採行有效措施吸引人才歸國服務或進修,以較彈性措施延攬海外人才。另一方面,獎勵教授研究獎助金暨研究生獎學金,加強教學研究設備與其他設備擴充,進行員額制度問題與改進,其影響亟其深遠。

推動科技與人文教育並進,兼顧前瞻與基礎扎根
  有關〈重點科技教育先導計畫〉之推動,包括80年代的〈自動化、光電、材料、建教合作、通訊、精密機械等科技教育計畫〉,至107年〈資通訊軟體創新人才推升計畫〉、〈智慧聯網技術與應用人才培育計畫〉、〈智慧製造產業創新提升人才培育計畫〉、〈資訊安全人才培育計畫〉、〈生醫產業與新農業跨領域人才培育計畫〉、〈潔能系統整合與應用人才培育計畫〉、〈5G行動寬頻人才培育計畫〉及〈人工智慧技術及應用人才培育計畫〉等,藉由補助大專校院成立教學資源中心或跨校聯盟、發展並開授重點領域及創新創業課(學)程、形塑人才培育社群、建立實作平臺及教學實驗室、推動產學交流、辦理創意應用專題競賽、參與國際競賽及交流活動等,培育重點科技人才。

  另一方面,於78年7月起成立「人文社會科學教育改進計畫小組」,至82年展開〈人文社會科學教育改進計畫〉連續2期共8年之奠基計畫。此時更發現「均衡人文與科技發展」及「重視創意設計與創意人才培育」皆為因應知識經濟發展不可或缺的觀念,爰此,亦兼顧執行多項人文社會科學相關計畫,其中包含早期的〈補助人文社會科學及科技領域學術研討活動〉、〈專項科技及人文社會科學改進計畫〉,其目的在於充實人文社會科學相關內涵、改善教學品質、提升師資,以及規劃具前瞻性與創新性的教材。至107年持續辦理〈推動人文社科教育先導計畫〉,包括〈基礎語文及多元文化能力培育計畫〉、〈人文社會科學基礎及跨界應用能力培育計畫〉。

重視跨領域整合與深化,加強科技與人文之對話
  科技工業與人文社會科學如國家奠基2大支柱,二者相輔相成,強化教研能量與學科整合,為94至95年間推動重點,並設定以創新性、跨領域及整合性為基礎,〈推動人文及科技跨領域教育先導計畫〉包括96年的〈新議題與專業教育改革中程綱要計畫〉、〈通識教育中程綱要計畫〉及〈創造力人才培育計畫〉,至107年之〈第2期智慧生活整合性人才培育計畫〉、〈大學學習生態系統創新計畫〉、〈數位人文創新人才培育計畫〉及〈數位學習深耕計畫〉等,旨在促進高教改革,深化教學內容,培養學生統整多元知識及跨學科整合能力,加強學校與城市合作,並拓展國際視野,為人才養成奠基。

The Strengthening of Cultivating and Recruiting Talented Individuals in High Technology, to Enhance the National Development in Technology
  In 1982, there were only approximately 10,000 people in total in the development research field of our nation; only 5 people in 10,000 within the population in Taiwan working in this field. The insufficient human resources in our nation, as well as foreign resident talented individuals in other countries caused the consequence of a stagnant technology research field at that time. In 1983, the Ministry of Education planned the Program of Strengthening the Talented Individuals Cultivation and Recruitment in High Technology Fields, which was declared by the Executive Yuan. This program was comprehensively promoted by the Ministry of Education, the Ministry of Science and Technology, and the National Youth Commission. The focal points of this programs were: first, cultivating talented individuals in our nation; second, recruiting talented individuals in foreign countries; third, emphasizing the enhancement of the quality and quantity of talented individuals; finally, combining resources from all sectors and making good use of them flexibly. The pilot test was focal research on technology of the national defense and strategic industries. Efficient measures were adopted to attract talented individuals to return to our nation to contribute to their professions or to continue their studies. Flexible measures were undertaken to recruit overseas talented individuals. In addition, research awards and research scholarships were provided to professors and students in all matters. Teaching and research facilities and other equipment were strengthened. Issues and systems of the working members were improved, which had a significant influence.

The Simultaneous Promotion of Technology and Liberal Arts Education, to Care for both the Deep-rooted foundation and Developmental Foresight
  Regarding the promotion of the Pilot Program of Focal Science & Technology Education, it contained the Science & Technology Education Projects of Automation, Optoelectronics, Materials Science, Industry Cooperation, Communication, and Precision Mechanisms of the 1990s’ and the following projects in 2018: the Information Technology Software Innovative Talents Promotion Project, the Intelligent Network Technology and Application Talents Cultivation Project, the Intelligent Production Industry Innovative Talents Enhancement Cultivation Project, the Information Security Talents Cultivation Project, the Biomedicine and New Agriculture Interdisciplinary Talent Cultivation Project, the Clean and Sustainable Energy System Integration and Application Talent Cultivation Project, the 5G Mobile Bandwidth Talents Cultivation Project, and the Artificial Intelligent Techniques and Application Talents Cultivation Project. The talented individuals of the science and technology fields could be cultivated by providing subsidies to colleges and universities in order to:
1. Establish teaching resources centers or inter-schools alliances.
2. Develop and set up innovative entrepreneurship courses of focal fields.
3. Create a community image of talented individual cultivation.
4. Establish practical platforms and teaching laboratories.
5. Promote the interchanges between schools and industry.
6. Implement competitions of innovative application topics.
7. Participate in international competitions and international exchange activities.

  In addition, in July 1989, the Humanities and Social Science Education Improvement Project Team was established, until 1993, the continuous 2 sessions over the 8 years of the Humanities and Social Science Education Improvement Project went into effect, as a project to build up the foundation of the research field. Meanwhile, it was found that “balancing the development of both Humanities and Social Science and Technology” and “emphasizing innovative design and talented individual cultivation” were inevitable concepts for responding to the development of a knowledge-based economy. Therefore, multiple projects related to the humanities and social sciences were simultaneously undertaken, including the Subsidies for Academic Conferences and Activities in the fields of both Humanities and Social Sciences and Technology, and the Improvement Project of Technology and Humanities and Social Sciences Specific Items. In 2018, the Pilot Project of Humanities and Social Sciences Education Promotion had been continuously in operation, which included the Basic Language and Diverse Culture Competency Cultivation Project, and the Interdisciplinary Application Competency Cultivation Project of the Humanities and Social Sciences and Technology Basis. The aforementioned projects aimed at fulfilling content related to the Humanities and Social Sciences fields, improving teaching quality, enhancing teachers’ knowledge and skills, and planning the future innovative teaching materials.

The Emphasis on Interdisciplinary Integration and Engaged Development, to Strengthen the Dialogue between Technology and the Liberal Arts
  The technology industry and humanities and social sciences are two pillars of national foundation: one supports the other. To strengthen the integration of research, teaching resources and academic subjects, the technology industry and the humanities and social sciences were the promotional focal points during 2005 to 2006. The basis of innovation, interdisciplinary fields, and the integration aimed to promote the Interdisciplinary Education Pilot Project for the Humanities and Social Sciences, and Technology. This Program included 3 projects operated in 2007, and 4 projects operated in 2018:
I. The 3 projects operated in 2007: The New Topics and Professional Teaching Reform Medium Term Outline Project, the General Education Medium Term Outline Project, and the Talented Individuals Cultivation of Creativity Project.

II. The 4 projects operated in 2018: the 2nd Session of Integrated Intelligent Life and Humanities Talents Cultivation Project, the University Learning Surrounding Systems Innovative Project, the Talented Individuals Cultivation Project of Digital Human and Social Sciences, and the Digital Learning Sprout Project.
The aforementioned projects were aimed at enhancing the reform of higher education, deepening the teaching content, cultivating students to be equipped with competencies of integrating diverse knowledge and interdisciplinary subjects, strengthening the cooperation between schools and cities, and broadening individuals’ global perspectives, which built up the foundation of talented peoples’ cultivation.
