環境教育 -Environmental Education
  我國於76年通過〈中華民國現階段環境保護政策綱領〉,明定各目的事業主管機關應視需要,設置專責單位及人員辦理或輔導環境保護及污染改善工作。據此,教育部於79年,以任務編組成立環境保護小組,開始推動各級學校的環境保護及教育深耕事業,奠定今日國人環保觀念的基石。101年12月31日教育部配合中央政府組織再造,環境保護小組完成階段性任務並自102年起正式成立資訊及科技教育司,並持續辦理相關校園環境教育任務,以落實環境教育、節能減碳、氣候變遷、校園實驗室廢棄物安全問題等環境永續議題,並健全環境及防災教育體系。

推動環境教育與永續校園發展,多元學習以提升環境素養
  教育部於80年7月成立「環境教育委員會」,並於94年訂頒〈教育部補助地方政府辦理環境教育輔導小組計畫作業要點〉,協助全國各直轄市、縣(市)成立輔導小組,其成員含跨處室單位及專家學者等,成為推動各級學校環境教育的主力,另因應〈環境教育法〉於100年6月5日正式施行,規劃並辦理學校環境教育指定人員之研習課程、遴選出100個優良學校環境教育計畫等工作,並自101年4月開辦環境教育人員認證作業,截至107年12月31日止,已有6,412人通過認證。

  教育部於91年起推動永續校園計畫,至107年底,共計補助1,330校次執行永續校園計畫,透過推行校園公共工程改造,突破傳統校園封閉的環境與制式管理思維,整合社區共同意識,改造校園環境成為具有社區特質的公共活動空間,達到永續共榮的目的。

完善防災校園網絡,強化各級學校災害管理能力
  有鑒於防災應該從教育扎根,自85至90年間著手推動〈大學院校土木工程防災教育改進計畫〉,89年我國正式公布〈災害防救法〉,明定各級政府應依權責實施災害防救教育,自92年起全面推動〈防災科技教育人才培育先導型計畫〉、〈中小學防災教育深耕實驗計畫〉,並於100年至103年間規劃落實執行〈防災校園網絡建置與實驗計畫〉,104年至107年結合氣候變遷調適教育,推動〈學校防減災及氣候變遷調適教育精進計畫〉,自100年起至107年止共補助1,775所學校建置防災校園,強化整合與推動校園安全及防災工作,提高防災與安全意識,建構有效的防災網絡,並自104年起推動〈學校防減災及氣候變遷調適教育精進計畫〉,期使能進而增強整體社會之環境衛生安全、防災素養、抗災知能及調適能力,以達環境永續發展之目標。

落實校園環境安全衛生管理機制,深耕學校實 (試)驗場所安全衛生管理
  教育部為推動78年經行政院核定通過之〈學校實驗室(研究)污染管制計畫〉,成立「環境資源研究管理中心」,歷年來配合〈職業安全衛生法〉、〈廢棄物清理法〉、〈毒性及關注化學物質管理法〉、〈空氣污染防制法〉及〈室內空氣品質管理法〉等法規政策,發布〈教育機構事業廢棄物共同清除處理機構管理辦法〉、〈學校實驗室與實習場所安全衛生管理要點〉、〈學術機構運作毒性化學物質管理辦法〉、〈高級中等以下學校及幼兒園因應空氣品質惡化處理措施暨緊急應變作業流程〉等,已配合統合視導轉型,以〈大專校院校園環境管理現況調查暨系統平臺維運計畫〉,持續輔導學校落實校園環境與安全管理工作,建立完善管理作業系統及自我檢查機制,以邁向學校自主管理之目標。96年起,配合行政院推動各項節能減碳政策〈政府機關及學校節約能源行動計畫〉,協助各級學校推動節能減碳工作,以落實低碳永續校園之建立。

  In 1987, the Current Stage of Environmental Protection Policy Guidelines of the Republic of China was approved, which regulated that each industry competent authority should, in accordance with the requirements, establish specific responsible units and members to implement or guide the affairs of environmental protection and pollution improvement. In line with this regulation, in 1990, the Ministry of Education started the promotion of environmental protection, as well as an educational initiative to explain the needs behind this approach, by setting up the environmental protection task force, to further build upon the foundation stone of our people’s environmental protection consciousness. On December 31, 2012, the Ministry of Education cooperated with the organizational restructuring of the competent authority; as the environmental protection task force had now accomplished the mission. In 2013, the Department of Information and Technology Education was officially founded. The Ministry of Education has continued to undertake missions of campus environmental education, in order to fulfill sustainable environmental topics and environmental education include energy saving and carbon reduction, climate change, and security questions concerning school laboratory waste, to better comprehensively create and sustain an environmentally friendly and disaster resilient education system.

Promote Environmental Education, Sustainable Campus Development, and Diverse Learning to Enhance Environmental Literacy
  In July 1991, the Ministry of Education established the Environmental Education Committee. In 2005, the Regulations of MOE Subsidies to Local Governments for Implementing Environmental Education Guidance Teams Project were declared, which aimed at assisting all municipalities, counties, and cities of our nation to establish guidance teams. The guidance teams were composed of interdepartmental units, scholars, and experts, and became the major force for promoting environmental education in schools at all levels. In accordance with the Environmental Education Act which was officially in effect on June 15, 2011, the Ministry of Education organized and implemented school environmental education workshops for specific members, and selected 100 outstanding school environmental education projects. By April 2012, the aims of the Act had been realized and member qualification was progressing satisfactorily. By December 31, 2018, 6,412 people had obtained the qualifications.

  In 2002, the Ministry of Education promoted the Sustainable Campus Project. Until the end of 2018, 1330 schools were provided with subsidies to operate the Sustainable Campus Project. Through the promotion of public construction transformation, the concept of sealed campus environments and standardized management thinking had been modified. The community consensus has been reorganized and campus environments have been recreated into public spaces with communities’ own features. The goal of sustainable thriving community development could thus be attained.

Better the Disaster Resilient Campus Networks, Strengthen the Disaster Management Competency of Schools at All Levels
  Since the concept of disaster prevention should start from education, during 1996 to 2001, the Ministry of Education began the promotion of the Universities and Colleges Civil Engineering Disaster Resilient Education Improvement Project. In 2000, the Disaster Prevention and Protection Act of our nation was declared, which regulated that the government should implement disaster prevention education in accordance with their duties. In 2003, the Pilot Project of Disaster Prevention Technology Talented Individual Cultivation and the Disaster Prevention Profound Experimental Project in Elementary and Junior High Schools were comprehensively promoted. During 2011 to 2014, the Disaster Prevention Campus Network Establishment and Experimental Project was organized and undertaken. During 2015 to 2018, combined with adapted education regarding climate change, the Advanced Project of Adaptive Education in School Disaster Prevention, Reduction and Climate Change was promoted. From 2011 to 2018, 1775 schools were provided with subsidies to establish disaster resilient campuses in order to strengthen the integration and promotion of campus security and disaster prevention affairs, to enhance people’s consciousness of disaster prevention and security, and to establish efficient disaster prevention networks. In 2015, the Advanced Project of Adaptive Education in School Disaster Prevention, Reduction and Climate Change was promoted. It was expected that the overall social, environmental and hygiene security, as well as literacy, knowledge, and adaptive competency of disaster prevention could be strengthened, to thereby achieve the goal of sustainable development.

Fulfill the Campus Environmental Secure Hygiene Management System, Root the Deep-seated Cultivation of School Secure Hygiene Management of Experimental (Test) Fields and Places
  To promote the School Laboratory (Research) Pollution Management Project approved by the Executive Yuan in 1989, the Ministry of Education established the Environmental Resource Research Management Center. Over the years, in accordance with policy regulations such as: the Occupational Safety and Health Act, the Waste Disposal Act, the Toxic and Concerned Chemical Substances Control Act, the Air Pollution Control Act, the Indoor Air Quality Act, the Ministry of Education has announced the Educational Institution Wastes Clearance Management Regulations, the Regulations of School Laboratory and Fields of Educational Practices Secure Hygiene Management, the Regulations of Academic Institutions Operation of Toxic Chemical Substance Management, and the Emergency Interactive Procedures of Polluted Air Quality in Preschools, Primary, Junior and Senior High Schools. The Ministry of Education has cooperated with the operation of integrative supervision. In accordance with the integrative supervision, through the College and University Campus Environmental Management Current Investigation and System Platform Operation Project, the MOE has continuously guided the affairs of campus environments and security management; management affairs systems and self-checking systems have been comprehensively set up, so as to progress towards the goal of schools’ autonomous management. In 2007, in accordance with the policy of the Executive Yuan on energy saving and carbon reduction and the Governmental Departments and Schools Energy Saving Action Project, the Ministry of Education has assisted schools at all levels in promoting affairs of energy saving and carbon reduction, for fulfilling the establishment of low-carbon sustainable campuses.
