105年起教育部研議自公費留考多項興革措施，包含：(一)學門進行重整：配合尖端科技人才培育獎學金3年期（102年-104年）計畫期滿，尖端科技培育人才獎學金8大領域學群將納入105年公費留學考試學群；(二)限定攻讀博士學位：為集中資源培育高階優秀人才，自105年起受獎生必須攻讀博士學位，但仍保留「建築、規劃與設計」學門及藝術學群各學門所屬創作與展演類碩士之獎助；(三)調整公費考選機制筆面試配分比例調整。(四)啟動〈海外人才國際經驗分享平臺計畫〉（Global Professional & Scholar Networking簡稱Taiwan GPS），「Taiwan GPS」自104年9月成立臉書粉絲專頁，至107年追蹤人數已逾2萬5,045名，透過網站整合現有留遊學宣導資源，加強宣導公費留學考試效益。
The Restart of the Government Scholarships for Overseas Study System The Government Scholarships for Overseas Study System of our nation has experienced a history of over a hundred years, since the student selection of overseas study to the United States of America in 1872 (the 11th year of Tongzhi Emperor in the Qing Dynasty). After the government of the Republic of China moved to Taiwan in 1949, the Government Scholarships for Overseas Study System was restarted in 1955, in which 18 students were selected to go to the United States of America. Until 1960, the system was officially contained within the designated budgeting. From 1960 to 1969, 10 students were selected to go study abroad each year. Hence, the Government Scholarships for Overseas Study became one of the national long term policy items.
The Increase in Numbers, Types, and Countries for the Government Scholarships for Overseas Study
Since 1970, the designated budgeting was increased, with 20 students selected to go to study abroad each year; hence, the student number for overseas study has increased year by year. In 1979, the examination of government scholarships for overseas study (abbreviated as EGSOS) contained 2 examination categories: 1. regular government scholarships for overseas study and 2. postdoctoral research members. In 1984, the government scholarships for post-masters’ overseas study in Europe were increased. In 1992, the government scholarships for overseas study in the Commonwealth of Independent States, Eastern Europe, and Japan, totaled 150 students. In 1998, the government scholarships for overseas study of short-term research members were increased, which increased the total types of government scholarships for overseas study into 6 major types. In 2002, the regular government scholarships for overseas study were combined together. Since 2008, the number of government scholarships for overseas study each year has reached more than 100. In addition, in 2017, the number of government scholarships for overseas study in the new southbound countries was increased to 10.
The Improvement of the Government Scholarships for Overseas Study System, and the Implementation in Large Scale
In 2003, the government scholarships for the overseas study system was reformed, and diverse subsidies for scholarships paths were adopted. The scholarships for overseas study were set up to enable the EGSOS, and the scholarships for overseas study, to be operated simultaneously. The scholarships for overseas study provide partial scholarships, while the scholarships of EGSOS provide full scholarships. In 2004, and 2005, overseas study for short term research members and postdoctoral research members was undertaken by the National Science Council. From 2009 to 2012, the “Ten Thousands Horses Galloping Ahead” Project was promoted, which carried out overseas study continuously and broadly. In 2018, the number of students who passed the EGSOS was 119. The number of overseas study scholarships was 205. In addition, in 2017, to promote the New Southbound Policy and to cultivate the talented individuals who are familiar with the new southbound countries, the number of government scholarships for overseas study in new southbound countries was increased to 10, for master’s or doctoral programs, which subsequently recruited 9 students in 6 different fields: public administration and policy, intangible heritage, demography, gender studies, management, and finance. Students went to Singapore, Malaysia, Thailand, India, Australia, and other countries. In 2018, the government scholarships for overseas study in new southbound countries continued to be carried out, and recruited 9 students to the 6 new southbound countries: India, Indonesia, Philippines, Malaysia, Thailand, and Vietnam, which are all focal partner southbound countries of our nation.
Furthermore, in 2012, to encourage and care for disadvantaged students
(Type 1. Students of low-income households.
Type 2. Indigenous students.
Type 3. Students with mental or physical disabilities),
the Ministry of Education especially established specific application procedures for overseas study scholarships. There were 5 student scholarships for each of the aforementioned three types of disadvantaged students. From 2013 to 2018, the manual of specific application procedure for overseas study scholarships was continuously provided to 5 students for each of the aforementioned three types of disadvantaged students. Those who had unconditional offers from outstanding foreign universities, colleges, masters or doctoral programs, and those who had already studied in foreign universities, colleges, master or doctoral programs could all apply for this specific application procedure for overseas study scholarships. It is expected to encourage the approved students to actively work hard on their studies during their studying periods abroad. In 2018, the student number for the specific application procedure for overseas study scholarships in new southbound countries increased to 25.
Since 2011, the establishment of the Scholarships of MOE and Top 100 World Universities Cooperation has been carried out. Each school maximum was to recruit 3 to 5 students. The Ministry of Education and cooperative universities together offered students’ tuition fees and daily expenses during their study periods of 3 to 4 years, and together selected the approved students. There were 12 cooperative universities in 2018 as follows: University of Cambridge, University of Oxford, Washington University in St. Louis, University of Southern California, California Institute of Technology, Columbia University in the City of New York, University of Illinois at Urbana-Champaign, the College of Chemistry of University of California, Berkeley, The Australian National University, Université Paris-Saclay, Université Paris-Sud, Katholieke Universiteit Leuven, and École Polytechnique Fédérale de Lausanne. In total, 155 outstanding students went to study doctoral programs in the aforementioned universities.
In 2016, the Ministry of Education researched multiple innovative measures of the EGSOS for overseas study:
1. The reorganization of academic fields: in accordance with the completion of the 3-year project of talented individuals in advanced science and technology scholarships (2013-2015), the 8 major academic fields of the talented individuals in advanced science and technology scholarships were combined into the 2016 EGSOS.
2. Limited studies of doctoral degrees: in 2016, to intensify the resources for cultivating talented outstanding individuals, the approved students must study for doctoral degrees. The scholarships for the fields of architecture, planning, and design, each field of category Arts, and related masters programs in creative industries were still continuously provided.
3. The adjustment of the portion of the written test in the mechanism of EGSOS.
4. The start of the Global Professional & Scholar Networking (abbreviated as Taiwan GPS). Since the establishment of the Facebook official fan page from September 2015 to 2018, more than 25,045 people have followed this fan page. Through the integration of the current promotional resources of overseas study on the website, the benefits of EGSOS promotion could thus be strengthened.
